Fish Librarian

The Sea Witch and the Elder Dragon will both give you tips to find the Fish Librarian once you have accepted their quests and talk to them. The Sea Witch says only that the librarian “can be found deep underwater to the west”; if you dive offshore near her hut, you will not find the library. The Elder Dragon will be more specific, mentioning “there’s a colony of fish studying magic off the east coast of the Cultivator’s Island.” At the bottom of the island’s offshore slope, there is the Fish Village. It’s a long swim, so upgrade your Oxygen Capacity stat, make a Water Helm after catching a live shark with a Water Trap (made at the Vine Copse), or use a mining tool with mine stat 5 to dig either through the sand wall for an entry to the sea or all the way down where there’s an air-filled cave right next to the Fish Village. You can use the cave on the left or the hut on the right to replenish your oxygen while you craft, talk, and trade in the village.

Story

These are a species that have lived underwater on this planet before "they" even existed. This fish will teach you how about Spellbooks, Revitalizing Potions and the Exiled. He also talks about the origins of Them being their ancestors, and disapproves of the "path they have taken". He also disapproves of the Sea Witch's decision to follow in their path to immortality, but welcomes her back when she returns underwater.

The Sea Witch also talks about how the Fish Librarian "loves helping people!" and "hasn't left the library since before I was born!"
